State Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, informed the National Assembly that two international companies, Elon Musk’s Starlink Internet Services Pakistan (Pvt.) Ltd. and Chinese satellite firm Shanghai Spacecom Satellite Technology, have applied for operating licenses in Pakistan.
In a written statement, the minister clarified that the Pakistan Telecommunication Authority (PTA) is currently processing applications only from companies registered with the Securities & Exchange Commission of Pakistan (SECP).
She emphasized that under PTA’s licensing framework, only locally registered entities are eligible to apply. Both Starlink, a subsidiary of SpaceX, and Shanghai Spacecom, specializing in satellite communications, are seeking to expand their services in Pakistan through SECP registration.

The minister assured that the licensing process is straightforward and free of complications once applications are submitted. PTA reviews submissions after completing required formalities, including security clearance from the Ministry of Interior when necessary.
Additionally, the Online Application Submission Information System (OASIS) has simplified the process, enabling applicants to submit and track their documents online.
To maintain internet quality, PTA actively monitors service providers under the Fixed Broadband Quality of Service (QoS) Regulations, 2022. Regular evaluations ensure adherence to international performance standards, aiming to deliver reliable and high-speed connectivity across Pakistan.
The entry of Starlink and Shanghai Spacecom could significantly enhance internet access, particularly in remote areas, contributing to the country’s digital infrastructure development.
