The Pakistan Telecommunication Authority (PTA) has released its latest Quality of Service (QoS) report, ranking Pakistan’s mobile networks based on coverage performance in 15 major cities during the first quarter of 2025.
According to the report, Zong has emerged as the top mobile network in terms of coverage. It provided strong 4G signals in all 15 cities and also met standards for 3G fallback coverage in four additional areas. Zong was the only operator with 100% compliance, making it the most reliable choice for mobile users needing consistent connectivity.

Jazz, which has the largest number of mobile users in Pakistan, came in second. It met the 4G coverage requirement in 13 cities, falling short in two. However, Jazz had no compliance for 3G fallback, which slightly affected its overall performance.
Ufone shared third place with Jazz in 4G coverage across 13 cities, but performed better in 3G fallback, meeting standards in 10 cities. Despite this, it had three cities where it failed to meet PTA’s coverage benchmarks.
Telenor performed the worst among the four, meeting 4G standards in only 8 cities and 3G fallback in 7 cities. With seven cases of non-compliance, Telenor was placed last in overall network coverage by the PTA.
