The free Emission Testing System (ETS) service in Lahore is set to conclude on June 30, as the Punjab government plans to hand over the process to private vehicle dealerships. The shift aims to widen the coverage of emission testing and improve service delivery.
Secretary of the Environment Protection and Climate Change Department, Raja Jahangir Anwar, confirmed that once the free service ends, ETS responsibilities will be assigned to authorised dealerships of car and vehicle manufacturers in Lahore.

These dealerships will be provided with ETS equipment and trained staff to carry out emission checks. Each test will cost vehicle owners Rs. 400.
Officials say this move will boost the number of vehicles undergoing emissions testing. Raja Jahangir Anwar noted that outsourcing to dealerships will help ensure faster service and better access for the public, particularly as demand for testing increases.
The ETS project was originally launched as a free service through 20 centres in Lahore. Each centre typically operated with three squads. However, the system faced challenges, including long waiting lines and operational delays.
By involving private dealerships, the department hopes to streamline the testing process and prepare for stricter enforcement once a larger portion of vehicles are regularly inspected.
