The Punjab Excise and Taxation Department is preparing to launch a modern registration system that will directly link each vehicle’s number plate to the owner’s computerized national identity card (CNIC).
Under the new framework, once a vehicle is sold, the seller will have the option to keep their existing registration number, while the buyer will be issued a new number by the Motor Registering Authority.

Registration numbers not in use can be reserved for up to two years. However, officials confirmed that a late application for registration—delayed by one month—will result in an additional fee.
A department spokesperson urged the public to transfer vehicles into their own names without delay. Starting September 1, an extra transfer fee will be applied for cases where ownership is not updated in time.
Individuals who have already sold a vehicle but find that the buyer has not yet transferred it are advised to call helpline 1035. The department can then suspend the registration to prevent potential misuse or complications.
Officials believe the new system will strengthen public confidence in keeping personal registration numbers. It is also expected to assist law enforcement agencies by improving traffic management and enhancing security operations.
