On the directives of Interior Minister Mohsin Naqvi, the National Database and Registration Authority (NADRA) has implemented significant amendments to its identity registration rules.
According to the new policy, birth registration with the Union Council is now mandatory for obtaining a Child Registration Certificate (commonly known as B-Form). For children under the age of three, photographs and biometric data are not required.

However, for children between three and ten years, a photograph and iris scan are now mandatory. For those aged ten to eighteen, a photograph, biometric fingerprinting, and iris scan must all be provided.
Each child will now be issued a separate B-Form with an expiry date. While previously issued B-Forms will remain valid, a new B-Form will be required for passport applications.
A NADRA spokesperson further stated that the Family Registration Certificate (FRC) has now been given legal status, and a declaration for data accuracy will be mandatory.
For individuals with multiple marriages, complete spouse details must now be recorded in the FRC.
Additionally, decisions regarding card seizure or restoration will be made within 30 days. Non-chip cards will now include smart card features, with data in both Urdu and English, along with a QR code.
