Govt Clarifies Rumours About Changes to Net Metering Policy

The Power Division has clarified that no final decision has been made regarding proposed changes to Pakistan’s net metering policy, as consultations are still ongoing.

In a statement on Thursday, the division dismissed reports that the buyback rate for solar consumers will be slashed to Rs. 10 per unit from the current Rs. 27, saying the matter is still under discussion and awaits the prime minister’s review.

A summary has reportedly been prepared and will be presented to the federal cabinet following the budget.

Sources within the Energy Ministry confirmed that a revision in the policy is under serious consideration, citing concerns over the growing financial burden on grid-connected consumers. Solar generation in Pakistan has surged from 321 megawatts in 2021 to over 4,124 megawatts by the end of 2024, with over 283,000 net metering consumers now active.

Officials argue this growth, while positive for clean energy, has shifted Rs. 159 billion in costs to grid users — a figure projected to rise to Rs. 4.2 trillion by 2034 if unchecked.

The Economic Coordination Committee says reforms are necessary to prevent inequitable cost distribution and address legacy issues such as expensive contracts with Independent Power Producers. While solar adoption is welcome, officials stress the need for a balanced and sustainable energy framework.
