11 Content Creators Under Investigation for Promoting Illegal Apps

Pakistan’s National Cyber Crime Investigation Agency (NCCIA) has initiated a money laundering inquiry against well-known YouTuber Saad Rehman, popularly known as Ducky Bhai, while also issuing notices to four other content creators in connection with alleged illegal online promotions.

According to officials, the action stems from accusations of advertising unregistered online betting and trading applications and involvement in unlawful financial dealings.

NCCIA Punjab chief Sarfraz Chaudhry confirmed that a total of 11 high-profile content creators are currently under investigation. Four of them — Iqra Kanwal (known as Sistrology), Muhammad Anas Ali, Muhammad Hasnain Shah, and Mudasir Hassan — were served notices on August 29. Notices had already been issued to Ducky Bhai and fellow YouTuber Rajab Butt.

The notices accuse the individuals of “promoting fraudulent online trading apps, luring young people into investing in unregistered gambling applications, and depriving the public of their hard-earned money.” All named influencers have been summoned to appear before the NCCIA on September 2 to record their statements.

Another influencer, Nadeem Mubarak, widely known as Nani Wala, is also under scrutiny for allegedly promoting gambling.

Allegations and Concerns

Chaudhry stated that the charges against the YouTubers are of a similar nature, with each accused of pushing young audiences toward unlicensed platforms. He expressed concern that these creators primarily reach viewers aged six to sixteen, making the impact of their content “deeply troubling.”

The agency has also opened a money laundering investigation involving Rs. 300 million allegedly linked to Ducky Bhai through multiple accounts and cash holdings.

In addition, Rajab Butt faces three separate complaints, including promotion of gaming apps, hurting the sentiments of minority communities, and alleged blasphemy.

Travel Restrictions

Officials warned that those failing to comply with the summons will be placed on the country’s control list, preventing them from leaving Pakistan. According to NCCIA, Ducky Bhai has already attempted to leave the country, while Rajab Butt has reportedly fled abroad.

The agency maintains that these promotional activities were part of an organized network designed to mislead the public and inflict widespread financial losses.
