The Punjab government has said that children found violating the Punjab Regulation of Kite Flying Ordinance 2025 will be proceeded against under the Juvenile Justice System Act 2018.
Under the ordinance, a first violation carries a fine of Rs. 50,000, while a repeat offence will result in a fine of Rs. 100,000. If a child is unable to pay the fine, it will be recovered from the parents or guardians.

The law also provides for rewards to whistle-blowers, allowing payment of up to Rs. 5,000 for credible information leading to action against violators, subject to approval by the deputy commissioner. No reward will be granted if the information is already available or deemed irrelevant.
The ordinance bans kite flying across Punjab but permits it at designated locations and on specified dates under a regulated framework. It also mandates the registration of kite manufacturers, traders, sellers, and kite flying associations, and authorizes deputy commissioners to cancel registrations and take action in case of violations.
