The Punjab Safe Cities Authority (PSCA) has introduced new traffic rules and penalties for motorcyclists in Rawalpindi following the launch of its automated e-challan system, aiming to improve road safety and ensure stricter enforcement of traffic laws.
According to PSCA officials, bikers must ensure both front and rear indicators are functional and wear helmets at all times while riding. The use of non-standard or tampered number plates will lead to fines, and both plates must match the official excise-issued pattern and remain clearly visible.

The authority warned that riding in fast-track lanes, obscuring or altering number plates to avoid e-challan detection, or operating a motorcycle without a valid license or CNIC will result in legal action.
The revised fine structure includes Rs. 1,500 for riding without a helmet, Rs. 2,000 for non-standard number plates, and Rs. 2,000 along with an FIR for tampering with number plates. Riding without a valid license or CNIC will also result in an FIR.
Car owners have also been cautioned that violations such as over-speeding, wrong parking, and tinted windows will trigger automated challans. Officials said the PSCA’s new rules aim to promote responsible driving behavior and reduce road accidents. The authority urged citizens to strictly follow traffic regulations to make Rawalpindi’s roads safer and more disciplined.
