Hundreds of Grade-16 and Above Officers Likely to Lose Jobs

The Federal Public Service Commission (FPSC) has begun reviewing the regularisation of hundreds of officers in Grade-16 and above, following a Supreme Court decision declaring the 2012–13 regularisations by the cabinet sub-committee unconstitutional.

In compliance with the court’s verdict in the Mohsin Raza Gondal case, the FPSC is now assessing the fitness and eligibility of these officers through a 100-mark test, where a minimum score of 40 is required to qualify.

Those who pass the test are called for interviews before being declared eligible. Those who fail are deemed ineligible for regular appointments.

According to sources, 897 cases have been received from 14 ministries and federal departments so far, including 551 from the Ministry of Education and Vocational Training, 199 from Immigration and Passport, 32 from Federal General Hospital, and several others from FIA, FBR, and the Bureau of Immigration.

However, some ministries — including the Ministry of Health — have yet to submit cases, allegedly due to political pressure.

The Supreme Court, in its September 2024 verdict, clarified that only the FPSC has the authority to regularise officers of Grade-16 and above. The Establishment Division, after consulting the Ministry of Law and Justice, issued an Office Memorandum in March 2025 directing all ministries to comply.

Meanwhile, some affected officers have circulated fake notifications online, fearing they may fail the revalidation process.
